# What Does Rent Ready Mean? A Maintenance and Turnover Checklist for Maryland Owners

A rent ready home is safe, clean, working and ready for a tenant to move in. Check every system, confirm locks, windows and stairs are safe, and make the home show well. In Maryland, a rental built before 1978 must also be registered with the state for lead.

- **Three checks.** Functionality, safety and security, and how the home shows. Walk the house as if you were the renter.
- **Test every system.** Check sinks, toilets, appliances, heat and air conditioning in every season, not only the current one.
- **Pre-1978 homes need more.** Maryland requires lead registration for rentals built before 1978, with annual renewal due by December 31.
- **Filters cause repairs.** Our HVAC Filter Replacement Program ships filters to the tenant every 3 months. It is included in Gold and Platinum.

## What does rent ready mean?

Rent ready means a home is safe, clean and working, and a tenant can move in without waiting on repairs. Homeowners often ask what they should do to get a house ready for the rental market. The process is straightforward, but owners who are new to rentals may not know what tenants expect when they walk through. The [rent ready](https://realpmgold.multisites.ai/glossary/rent-ready) glossary entry gives a short definition. Some owners call the work on the same list “make ready.” See [make ready](https://realpmgold.multisites.ai/glossary/make-ready).

Real Property Management Gold sorts the work into three checks: functionality, safety and security, and showings. This guide keeps those three checks and adds a checklist you can print, a lead paint note for older homes, and the firm’s maintenance programs.

## What should work before a tenant moves in?

Everything with a switch, a handle or a drain. The firm advises: “Inspect every part of your home and make sure it’s functional. All the sinks, toilets, appliances, heat and air conditioning should be working.”

Test the systems in every season. If it is winter and your heat works, check the air conditioning too. You do not want summer to arrive and find the air does not work. A tenant who loses cooling in July begins the lease unhappy, and the repair bill lands at the worst time.

## What counts as safe and secure?

The firm lists the basics:

- Locks on exterior doors.
- Windows that can open and close.
- Stairs with nothing potentially dangerous about them.
- Nothing in the house that can hurt anyone.

The page also says to make sure the property is “up to code.” If the home was built before 1978, the owner must also comply with the Maryland lead law. For many Southern Maryland owners, the firm notes, this is a big rent ready concern.

### What does the lead rule require?

The Maryland Department of the Environment says owners of rental homes built before 1978 “must register their properties with the state, renew annually, and provide valid lead inspection certificates at each tenant turnover,” unless the property is certified lead-free. Annual renewal is due by December 31, with a $30 fee per unit. Our [lead paint compliance guide](https://realpmgold.multisites.ai/landlord-center/dme-lead-paint-compliance) explains the steps. A county or town can add a separate rental license. See the [rental license guide](https://realpmgold.multisites.ai/landlord-center/southern-maryland-rental-license).

## How should the home show?

A home that looks cared for rents faster. The firm says “clean, neat, and orderly homes will rent faster and for a higher amount than properties that don’t look so appealing.” Its advice is:

1. Paint the walls fresh.
2. Clean everything, including appliances and floors.
3. Replace or clean the carpet. At least have it cleaned professionally before a tenant moves in.
4. Walk through and ask yourself whether you would move in if you were a renter.

You can require tenants to clean the carpets before moving out. For wear and damage questions at move-out, see our [wear and tear guide](https://realpmgold.multisites.ai/landlord-center/wear-tear-tenant-damage). Photos matter for the listing too. See [enhanced photos](https://realpmgold.multisites.ai/enhanced-photos).

## What is the full maintenance and turnover checklist?

Use this table for a first walkthrough. The first three rows come from the firm’s published advice. The other rows are common good practice for a rental. Add items for your own home.

Move-in record

Common practice

The move-in record deserves a note. Under the Maryland security deposit rules, the tenant has the right to have the unit inspected to list damage that exists at the start of the tenancy. The tenant requests the inspection by certified mail within 15 days of occupancy. A dated record from you, with photos, helps both sides agree on the starting condition. Read our [security deposit guide](https://realpmgold.multisites.ai/landlord-center/security-deposit-guidelines-laws), and see the [move-in inspection](https://realpmgold.multisites.ai/glossary/move-in-inspection) entry.

## What are the steps between one tenant and the next?

Turnover is where rent ready work and deposit law meet. A clean sequence keeps the vacancy short and the paperwork correct. Maryland’s People’s Law Library describes the deposit side:

1. **Schedule the move-out inspection.** A tenant who wants to be present must ask by certified mail at least 15 days before moving. The landlord must then inspect within 5 days before or after the intended move date and tell the tenant the date in writing.
2. **Sort damage from wear.** Only physical damage beyond ordinary wear and tear can be charged. Use our [wear and tear guide](https://realpmgold.multisites.ai/landlord-center/wear-tear-tenant-damage) and the [normal wear and tear](https://realpmgold.multisites.ai/glossary/normal-wear-and-tear) entry.
3. **Send the written list.** If you withhold any part of the deposit, the landlord must send a written list of the damages and the actual costs within 45 days after the tenancy ends.
4. **Return the balance.** The unused portion goes back within 45 days.
5. **Repair and clean.** Work through the checklist above, room by room.
6. **Update lead paperwork.** For a pre-1978 home, have a valid lead inspection certificate ready for the next tenant.
7. **Record the condition.** Take dated photos and write a condition list for the next move-in.

Each step has a cost in days. Every day of the turnover is a day without rent, so order the work to start the longest job first. Call vendors for the longer jobs as soon as you know the move-out date.

## What does maintenance look like after the tenant moves in?

Rent ready is a starting point. Homes stay rent ready through periodic checks and small repairs. Real Property Management Gold offers two programs for this.

### Periodic maintenance inspections

The firm writes: “we perform periodic maintenance inspections for only $199. Our silver plan includes a mid-year inspection while our gold and platinum clients are placed on a quarterly schedule.” An inspection finds a small leak, a dirty filter or a lease violation before it becomes an expensive problem.

### The HVAC Filter Replacement Program

Air conditioner repairs are one of the most common headaches for owners and tenants. The firm’s leases always make tenants responsible for replacing the A/C filters. The firm says that is hard to enforce: filters are “out of sight, out of mind.” So starting with each lease renewal or new tenant, the office mails each tenant the correct filters for the home. Each shipment includes instructions and an expiration date printed on the filter. Filters ship every 3 months.

The firm reports that this approach “averages a 450% increase in tenant filter-replacement compliance and up to a 30% annual reduction in HVAC related issues.” Those are the firm’s figures. The Gold and Platinum plans include the program at no additional cost. Read more on the [HVAC filter program page](https://realpmgold.multisites.ai/hvac-filter-replacement-program) and see our [fee page](https://realpmgold.multisites.ai/property-management-fees) for plan details.

## How do I know the home is ready to list?

Do a final walkthrough before the photos and the listing. Use this short test:

1. Every item in the checklist table has a check mark or a repair date.
2. You can turn on every faucet, appliance, light and heating or cooling unit without a problem.
3. The home smells clean and the floors and appliances are clean.
4. Locks, windows and stairs pass a safety test you would trust with your own family.
5. The lead paperwork for a pre-1978 home is ready.
6. Your move-in condition list and photos are done.

If you can check all six, the home is ready to show. If not, fix the open items before you list, because a showing in a half-finished home costs you applicants.

## How much will it cost to get ready?

The cost depends on the home, and we cannot give a number without seeing it. Work that is cheap on paper, such as paint and cleaning, saves time on the market. Work that is expensive, such as a cooling system or flooring, deserves an estimate before you commit. Request a free assessment and ask the office what it covers. If you are weighing the work against the rent, read about [renting out your home](https://realpmgold.multisites.ai/rent-out-your-home).

## Frequently asked questions

### What does rent ready mean?

It means the home is safe, clean, working and ready for a tenant to move in. Sinks, toilets, appliances, heat and air conditioning work. Locks, windows and stairs are safe. Walls are freshly painted, floors and appliances are clean, and the carpet is replaced or professionally cleaned.

### How long does it take to make a rental rent ready?

It depends on the condition of the home. Paint, cleaning and a filter change are small jobs. A heating or cooling system, flooring or lead paint work can take longer. A walkthrough with a written list of items is the fastest way to get a real estimate.

### Does a Maryland rental need a lead paint certificate?

If the home was built before 1978, the owner must register it with the Maryland Department of the Environment, renew every year by December 31 with a $30 fee per unit, and provide valid lead inspection certificates at each tenant turnover, unless the property is certified lead-free.

### What is the HVAC Filter Replacement Program?

We mail each tenant the right air filters, with instructions and an expiration date printed on the filter. Filters ship every 3 months. We report an average 450% increase in tenant filter-replacement compliance and up to a 30% annual reduction in HVAC-related issues. Gold and Platinum plans include it.

### How much do periodic maintenance inspections cost?

Periodic maintenance inspections are $199. The Silver plan includes a mid-year inspection, so a Silver owner gets one scheduled check each year. Gold and Platinum clients are on a quarterly schedule, which means four checks a year.

### Should I replace the carpet before I rent?

At minimum, have it professionally cleaned before a tenant moves in. Clean, neat, orderly homes tend to rent faster and for more than homes that look worn. You can require the tenant to clean the carpets before moving out.
